Scott Elliott

Chief Executive Officer

As the Chief Executive Officer at the Dr. Peter Centre, Scott Elliott leverages over thirty years of leadership in the non-profit sector, underpinned by a steadfast commitment to empowering vulnerable communities to access essential healthcare services and community support.

Scott's personal challenges with stigma and addiction have fueled his passion for forging impactful partnerships with government agencies, businesses, community groups, and philanthropic entities. He is a fervent advocate for policies that embrace a comprehensive, evidence-based approach to health care.

Prior to his appointment at the Dr. Peter Centre in 2017, Scott's leadership journey spanned across diverse non-profit sectors, including international development, healthcare, education, and the arts. Scott, an alumnus of Simon Fraser University's School of Business, currently serves as Chair of the Board at CATIE, Canada's foremost resource for HIV and Hepatitis C information, and sits on the Board of Directors at the Canadian Centre on Substance Use and Addiction (CCSA).

En tant que directeur général du Centre Dr Peter, Scott Elliott s'appuie sur plus de trente ans de leadership dans le secteur à but non lucratif, soutenu par un engagement inébranlable à donner aux communautés vulnérables les moyens d'accéder aux services de santé essentiels et au soutien communautaire.

Les défis personnels de Scott liés à la stigmatisation et à la dépendance ont alimenté sa passion pour la création de partenariats percutants avec des agences gouvernementales, des entreprises, des groupes communautaires et des entités philanthropiques. Il est un fervent défenseur des politiques qui adoptent une approche globale et fondée sur des données probantes en matière de soins de santé.

Avant sa nomination au Dr. Peter Centre en 2017, le parcours de leadership de Scott s'est étendu à divers secteurs à but non lucratif, notamment le développement international, les soins de santé, l'éducation et les arts. Scott, un ancien élève de la School of Business de l'Université Simon Fraser, est actuellement président du conseil d'administration de CATIE, la principale ressource d'information sur le VIH et l'hépatite C au Canada, et siège au conseil d'administration du Centre canadien sur l'usage et les dépendances aux substances (CCDUS). 

Rosalind Baltzer Turje

Senior Director of Clinical Programs

Rosalind Baltzer Turje joined the Dr. Peter AIDS Foundation in 2003 with experience in health service mental service provision and management and education. She is responsible for clinical services and programs.

Rosalind has represented the organization at local, national and international conferences and as a partner, knowledge user and co-principal investigator for community-based research grants.

Patrick McDougall

Director of Knowledge Translation and Evaluation

Patrick joined the Dr. Peter AIDS Foundation in 2010 and today leads a national Public Health Agency of Canada contribution agreement focused on helping community-based organizations prepare to provide supervised consumption services. As part of this project, Patrick facilitates ongoing national teleconferences for existing supervised consumption/overdose prevention site service providers.

Patrick was the lead and onsite coordinator of a three-year Canadian Institutes of Health Research (CIHR) / Michael Smith Foundation for Health Research grant focused on the Dr. Peter Centre which led to participation in the CIHR HIV/AIDS Research Initiative, Community-based Research Program Steering Committee from 2012-2015.

Co-chair of the Pacific AIDS Network, Patrick holds a Bachelor of Arts from McGill University and a Master’s in Public Administration from Dalhousie University.

Matt Toma

Director of Finance

Matt Toma joined the Foundation in 2021, with nearly two decades experience in operational accounting and financial management in the non-profit sector in Vancouver, primarily in post-secondary labour relations and community based delivery of social services.

Matt has also been involved as a volunteer director with a number of organizations in Vancouver during this time, including the Hastings North Community Police Society, Kiwassa Neighbourhood House and Housing Society, and the MPA Society.

A non-profit career oriented professional, Matt is very excited to join the Foundation, and to contribute to growing both our capacity to care, and our reputation as a leader in our field.

Matt is a CPA, CGA, with a Bachelor of Arts from Thompson Rivers University (BCOU), a Diploma in Finance from Langara College, and a Diploma in Marketing from Okanagan College.

Shelina Dilgir

Director of Development

Shelina joined the Dr. Peter Centre in 2022 as their Director of Development.

She has dedicated her career to the sector for more than 15 years as a Program Manager, Director and Consultant. In these roles she expanded programming, strengthened infrastructure and governance, and grew fundraising revenue. Shelina has worked with organizations of all sizes—from grassroots with no paid staff to a national and international offices with upward of $10 million in annual revenue.

Shelina holds a Certified Fundraising Executive Designation (CFRE), is a member of the Association of Fundraising Professions (AFP) and completed an introductory course on the Fundamentals of Gift Planning sponsored by the Canadian Association of Gift Planners (CAGP).  She completed her MA in International Development from Claremont Graduate University in Claremont, California.

In her spare time Shelina enjoys baking, reading historical novels and volunteering with local organizations and within her faith, the Shia Ismaili Community. Her best moments are playing with her very young son.
